It’s pretty common in creative writing forums. Used for when someone posts in a topic that has been dormant for a long time without actually providing new material. Dunno if it’s used elsewhere for sure.

The term is used in quite a number of forums, so it probably has been cross-pollinating and spreading for decades, now.
