Is Dr Dynamo building a time machine? Why would he need that? How & why did he by all the parts?

Those are good questions. ^_^
1. We know that Claw stole his machine from Dr. Dynamo’s supergroup back in the day while they were distracted by some crisis or other (Possibly the one that brought the aliens to Earth). If he were the inventor of that original machine it would be natural for him to want to build a new one. It would also be natural that he would want to stop the schemes of whoever stole his original widget by making it impossible to maintain.
2. Mad Science never needs a reason! That said, it’s not impossible that he can see several useful things coming from the ability to travel into alternate dimensions or manipulate the time stream.
3. It might be that the parts are specialized enough that there are never that many on the market at any one time to begin with. The interesting question here, (To me at least!) is why Claw can’t simply commission new parts from the manufacturer or wait around for more to be made. These items are technology rather than magic so it should be easy enough to arrange for more to be made. Or if not then they shouldn’t be that hard to reverse engineer and make for Claw’s minions. Like Dr. Jerry Pournelle once wrote, “That which Man once has done Man can aspire to do again!”.

One of the main reasons why they need to fix the machine is due to lack of funds and the second is most likely to be able to get something quickly and in a large supply.

I like how Claw as the big boss doesnt consider all the “little” details of his flying fortress of minions. I mean thats what underlings and HR are for right?

Laundry. Food service. Trash / recycling. Plumbing. And all the ticklish infrastructure that goes into any community, even the high-tech, alien-derived flying ones. Working details like that into the story is a testament to your writing skills.

Wait a minute…
Dynamo is buying up parts required for the time loop device.
Dynamo was last seen being leveraged to build tech and weapons for Actioneer.
Actioneer likely found out about the loop, if not its purpose, during his time as resistance liason.
Could it be that Actioneer and Dr. Dynamo are attempting to recreate the time loop?
