Arbalest – For six months of darkness at the top of the world, Haelu lives amongst the villagers of Arbalest. Like every Night Twin before her, Haelu is a monster, destined for sacrifice. Unlike every Night Twin before her, Haelu dreams of a way out. Together with a candlemaker from a broken home, she will learn to transcend the role that Arbalest has laid out for her.

Reason he bothers with the mask and costume is “bada**ery” reasons I figure. Certain amount of street cred to be had by being a super villain with your own super suit design, logo, and mask design.
As for when that came about… lets ask Claw’s crack legal henchmen! … he does have those right?

I think the Claw doesn’t have an actual secret identity. I mean, he includes his kids in the heirarchy of his evil organization. As to why the costume and mask, the proper answer is this.
Supervilliany is as much about establishing a brand as it is actual deeds of evil and world domination. After all, any old criminal could form a gang and cause trouble. A supervillian does it with style and panache.
…For given values of style and panache. I mean, Toad from X-Men is a supervillian, but good luck associating anything he does with style and panache.
